I haven’t seen you guys for more than half a year. This time, I welcomed Rika, who has been studying at Harvard Kennedy School (HKS) since last year. What inspirations has she taken from her school life with brilliant students from around the world – both before and after the COVID-19 pandemic? A must read for those interested in studying abroad!
さて約半年ぶりの投稿になる今回ですが、ハーバード・ケネディスクール（HKS）に昨年から留学されているRikaさんから話を伺いました。文字通り世界トップクラスの学生が集まる刺激的な日々が、コロナ禍でどう変わり、そんな中で日々どう学ばれているのでしょうか？是非ご覧ください！

＜＜Part 1: HKS受験準備編 − How to get into the HKS－＞＞
(Hiro) そもそもどうして留学を志すようになったのか、キッカケを教えていただけますか？
(Rika) 大学生の時にHCAPというハーバードと東大の学生で交流するサークルに入っていたこともあり、海外への興味はその頃から持っていました。社会人になり、インターネットなどの情報通信政策について諸外国と国際交渉をする仕事をする中で、インターネットガバナンスに関する国際フォーラムの運営に関わることになりました。そこでは、日本の立場を国際社会の中で主張するだけでなく、各国の政策動向を把握するために各国主催のセッションに参加して情報収集することもミッションだったのですが、当時の自分は他国の人達が話している内容自体は理解できても、今の世界のパワーバランスの分析であったり、参加者の発言の背景にある政治的意図までの深い理解ができていなかったので、国際舞台で様々なバックグラウンドの人と合意形成するに当たって求められる外交政策や安全保障政策の知見を身につけたいと思い、留学を決意しました。
(Hiro) What brought you there?
(Rika) When I was a freshman in college, I organized the Harvard College in Asia Program (HCAP), where Harvard college students and the University of Tokyo students to have joint fieldwork in Japan. This experience spurred my interest in studying abroad. Since the beginning of my government career, I was engaged in international negotiations with other countries on information and communications policy. Specifically, I hosted an international forum on Internet governance, where my mission was not only to represent Japan at the table but also to better comprehend policy trends in other countries through a variety of sessions. Although I understood what attendees from other countries said explicitly, I had a hard time grasping the nuance on their talk of the balance of power or reading between the lines on their respective political implications in the current world.
It hit home with me that my future professional career in negotiating and building consensus in the international arena hinges on learning foreign and security policy from engaging with people around the world in the same environment. This experience triggered my desire to study abroad.
(Hiro) そのモチベーションをそのまま出願に向けた勉強にぶつけられた感じだったのでしょうか？
(Rika) TOEFLの勉強自体は就職前から少しずつ始めていたのですが、何となく具体的な目標を持たずに勉強していた時期も今から振り返るとあったなと思います。きっかけになったのは、2016年２月に、結婚式と新婚旅行というプライベートの出来事がひと段落したことで、そこから一気に勉強モードに切り替えました。まずは100点を目指し、AGOSに通ったりしてスコアメイクをしていましたが、リスニングが集中力が続かなかったりして高得点を取るのに一番苦労しましたね。そこで、仕事はこれまで通り頑張りながら、試験が近くなると、昼休みに職場の図書館に行くなどして勉強時間を捻出しました。リスニングが満点近く取れるようになるとそれに伴い他のセクションの点数も上がってきました。
(Hiro) Did you start studying for TOEFL after you decide to study abroad?
(Rika) Actually, I started preparing for TOEFL before joining the government, but, to be honest, I did not study so seriously at that time since I did not have a concrete goal in mind. After I had the happiest life events- wedding and honeymoon- in February of 2016, I started preparing for TOEFL more rigorously. To achieve an 100+ score in TOEFL, I attended AGOS. *1 Initially, listening comprehension was the most challenging part and I could not keep my focus during the exercise. As the TOEFL test date was approaching, I usually went to the library in my office building during lunch break to study for TOEFL, while keeping up with the workload required at my job. As a result, I got an almost full score in the listening section, and my scores in other sections also improved.

(Hiro) では次に、留学先をどのように決めたか教えてください！
(Rika) 「国際関係を学びたい」という自分の軸に照らして、公共政策大学院の中でも国際関係、安全保障に強いところを選びました。東海岸の中で情報収集した結果、Harvard Kennedy School (HKS)のほかに、Johns Hopkins SAIS, Princeton School of Public and International Affairs, Columbia SIPA Master of International Affairs, The Flecher School of Taft Universityを受験することにしました。ただ、海外の大学院受験が初めてで自分の実力がどれだけ通用するか分からなかったので、国際関係以外にも視野を広げてNew York University Wagner School、 Chicago Harris、 UC San Diegoも含めて計８校受験しました。
(Hiro) How many schools did you apply to?
(Rika) In light of my interest in international affairs, I researched for schools that focus on international relations and security policy. In addition to the HKS, I applied to SAIS at Johns Hopkins, Princeton, SIPA at Columbia, and the Flecher School at Tufts. At that time, I didn’t have a good sense of how I would be evaluated as a candidate since I had never applied to schools overseas. I broadened my scope and applied to some other top schools such as NYU Wagner, Chicago Harris, UC San Diego– so eight schools in total.
(Hiro) 出願の準備は、いつから、どのように進めたのですか？
(Rika) 私は、2019年度の留学を目指して、Early Actionも含めると2018年9月下旬頃から出願を始めたのですが、その約半年前の2018年の春頃から準備を始めました。最初はアメリカ人のカウンセラーに相談して志望理由を深めようと思ったのですが、当時は英語で深いところまで考えるのが難しく、その結果、一言でいえば「薄っぺらい」、自己分析があまり出来ていないステートメントが出来てしまったのです。このままでは確実に全校不合格で終わるなと思い、Future Education Centerという、日本人の海外留学のカウンセリンラーの先生に相談し、日本語でディスカッションして思考を深めてからステートメントに落とし込む準備に切り替えたのです。その結果、練度の高いステートメントを作ることができました。
(Hiro) How did you prepare for applications?
(Rika) Aiming to study aboard in 2019, I started applications in September 2018 including some Early Action rounds. I started drafting my essays in the spring of 2018. At first, I tried to brainstorm for essays with the help of an American counselor, but I had a hard time crafting the story at the time. As a result, I made kind of “empty” essay drafts which I could hardly communicate my ambitions and aspirations. Fearing that I might end up failing all applications, I consulted with a Japanese counselor who supports studying abroad from the Future Education Center. He helped me brainstorming in Japanese and I applied those ideas that really strengthened my narratives, and it definitely impressed the admissions committee.
(Hiro) 敢えて日本語で突き詰めるという手法は新鮮ですね！そうして合格を勝ち取った中、最終的にHKSを留学先とした決め手は何だったのでしょうか？
(Rika) 国際関係で有名な学校は他にもあるのですが、以下の３つの理由で決めました。１つ目として、国家・国際機関で活躍するパブリック・リーダーを育てるというスクールポリシーが明確だったこと。元国防長官や国務次官といった米国政府中枢での実務経験豊富な教授陣が、自身の経験を踏まえてのリーダーシップや交渉論を交え、実務に即した安全保障政策や外交政策などを担当されているのが非常に魅力的でした。２つ目として、多様性（ダイバーシティ）。１学年600人の半分が留学生で、約90ヵ国から学生が集まってきているため、多様な出身・背景のクラスメートと交流できるところです。３つ目として、リーダーの育成に特化したLeadershipなどのユニークな授業が多く、今後日本をより良くしていくにあたり、このようなメソッドをぜひHKSで身につけたいと考えたからです。
(Hiro) That’s pretty interesting! And why did you choose HKS?
(Rika) I decided on HKS over other prestigious schools for mainly three reasons. Firstly, I was quite interested in the HKS’s school mission– developing public leaders who will make the world a better place. I wanted to learn leadership and negotiations from Professors with extensive practical experience in the US government. Secondly, I appreciated the diversity of the school. Roughly half of the 600 incoming students are from 90 different countries. It gives me the opportunity to interact with fascinating people from around the world. Thirdly, HKS’s leadership teaching method is very unique and I wanted to learn the method to make Japan move forward.

(Hiro) では、そのHKSのプログラムについて簡単に教えてください！
(Rika) HKS全体で約1,100名の学生がいるのですが、大別すると①MPP (Master of Public Policy)、社会人３年目程度：約200人、②MPA-ID（Master in Public Administration in International Development）：約70人、③MPA（Master of Pubic Administration、社会人5～6年目程度）：約80人、④Mid-career MPA（社会人経験13年程度、１年間のプログラム）：約200人となります(数字は１学年あたり)。私は③のMPAに所属しています。
MPA全員での必修科目はないのですが、Economics and Quant 、Management and Leadership及びPublic Ethics and Political Institutionに関連する授業からそれぞれ4単位分履修することになります。この他、副専攻としてInternational and Global Affairsを選択したので、それに関連する授業をいくつか取る、選択必修という形ですね。 授業の他には、世界中から著名な方々を招いて行われるセミナーや学校又は学生有志で主催される勉強会や交流イベント等が入ります。

(Hiro) Could you briefly introduce HKS’s program?
(Rika) There are roughly 1,100 students on campus, divided into 4 programs: (1) MPP (Master of Public Policy, more than 200 students, with around three years of working experiences), (2) MPA-ID (around 70 students), (3) MPA (Master of Public Administration, more than 80 students, with around five years of working experience), and (4) Mid-career MPA (a one-year program, more than 200 students with thirteen years of experience or more). * per year number of students
I’m currently enrolled in (3) MPA. Although there is no core course for MPA students, we are required to earn credits in each of the areas of Economics and Quant, Management and Leadership, and Public Ethics and Political Institution. I also took some courses on International and Global Affairs (my sub-major) as electives. In addition to the course work, we have enrichment seminars and events hosted by the school or by volunteering students.

(Hiro) ちなみに、実際にはどんな授業を受講されたんでしょうか？
(Rika) 私は、情報通信政策における国際的なルールメイキングに興味があったので、１年目は国際関係、交渉学、サイバーセキュリティなどの授業を中心に取りました。特に刺激的だったのが米国の安全保障政策の授業です。クリントン政権で政策担当国防次官補を務め、「米中戦争前夜――新旧大国を衝突させる歴史の法則と回避のシナリオ」の著書でも有名なGraham Allison教授、New York Times記者のDavid Sanger教授、Naval War College(海軍兵学校)のDerek Reveron教授の３名が、アメリカの主要な外交政策課題について教えて下さるんです。私は激化する米中覇権争いとその中での日本の立ち位置に特に関心があったので、ぴったりの授業でした。内容はケーススタディが中心で、毎週、中国、ロシア、北朝鮮、イラン等との間でアメリカ政府が実際に直面し得るケースが提示され、米国大統領等に連邦政府が取るべき戦略オプションを提示するメモを作成したり、メディア用の発言要領をまとめたりというものです。議論では、理論的に正しいかだけではなく、実際に政治的に通用するのかという側面も重視され、実務に即したリアリティのある授業だと感じました。また、一般には公開されていない情報を授業内でだけシェアして下さったり、アメリカ連邦政府や米軍で要職を務めたゲストスピーカーと毎週意見交換をする機会もあり、大変貴重な経験になりましたね。
(Hiro) What courses did you take during last academic year?
(Rika) Since I was interested international rule-making in digital policy, I took courses related to international affairs, negotiation, and cyber security. The most rewarding course was Central challenges of American national security policy, which was offered by three faculty members – Professor Graham Allison(former Assistant Secretary of Defense under President Clinton), Professor David Sange (a Chief correspondent of the NY Times), and Professor Derek Reveron (Naval War College). Since my research focused on Japan’s role amid the great power competition between the US and China, the course exactly fit for. This class focused on case studies, in which students are supposed to write policy memos for the president and talking points for press conference on national security threats regarding other countries including China, Russia, North Korea and Iran. Professors seriously examined not only reasonable analysis of the issues but also whether the options I provided were politically feasible. I realized it was really practical course, which I am able to apply in the real-world. The course required off-the-record policy for us to share confidential information and spur discussion. I got to exchange opinions with guest speakers who served as top rank in the US government or military. I took the most out of this class, and it really broadened my mind on international security.
(Hiro) 面白そうですね! 反対に、留学してからの生活で苦労されたことなどはあったのでしょうか？
(Rika) もちろんありました。私はこれまで留学経験がなかったこともあり、ケネディスクール入学前の夏に英語のブラッシュアップのために他大学のサマースクールに参加したのですが、そこでは10人中9人が日本人だったので留学生活の準備までは円滑に進みました。しかし、いざケネディスクールで学期が始まった時には、実際の英語のレベルと多大なギャップを感じたのを覚えています。特に、Graham Allison教授等の米国安全保障政策の授業は、その週に世界各地で起こった安全保障関係のニュースについて取り上げ、その場で論点や対応策についてディスカッションをすることが多かったのですが、米国の軍指揮官、外交官、ジャーナリストなどのクラスメートとダイナミックな議論が行われる中で、使われている略語が分からなかったり、ディスカッションに入る機会を図るのが難しいと感じることもありました。ですが、アメリカにとって重要な同盟国である日本出身の者として、自分の求められている役割を把握し、積極的に発言するようにして議論に貢献していきました。
また、私生活においては、海外生活が初めてだったこともあり、当初、アメリカでの生活に慣れなかったり、友達との雑談が聞き取れないと感じたこともあったのですが、そんな時、クラスの企画でStorytellingという、自分の人生について皆の前でスピーチをする機会を得ることができました。そこで私は、日本でこれまでキャリアを築いてきて、ようやく夢だった留学が叶ったのだけど、今まさに文化の違いや言葉の壁に苦しんでいる。けれど、この経験は将来自分がリーダーとなるにあたって、人の痛みや苦労を理解し、相手の気持ちに寄り添えるための貴重な経験となっているということをスピーチしたのです。自分のストーリーに価値があると信じて、思い切って自分をさらけ出したことによって、皆から声を掛けてもらえるようになり、本当の意味で心を通わせて、こちらの生活にも溶け込めていけたと感じています。
(Hiro) Sounds fantastic! Meanwhile, did you face any challenges during your stay there?
(Rika) Yes, definitely I did. Since I had not studied abroad, I joined an intensive English practice program to prepare for the graduate study before enrolling in the HKS. The funny thing was when I entered the room on the first day of the program, I saw nine students out of ten were from Japan. So, preparing for graduate study went well. After the class began at the HKS, however, my life has changed. My calendar was soon filled up with classes, forum events and socials. It was hard to allocate time appropriately. Regarding the coursework, the Professor Allison’s American national security course was the most challenging. In the class, the professors would pick up a national security news that occurred within a week and started discussion abruptly. While the classmates discussed the topic, I sometimes found it hard to understand the jargons they used, or hard to get an opportunity to jump in the discussions. However, as a student from Japan, an important ally of the US, I tried understanding the role I was required and made a contribution to the discussion from my own perspective.
Outside the classroom, since I lived abroad for the first time, at first, I had a hard time being accustomed to living in the US and catching conversations with friends. On such an occasion, I got to share my life story in front of classmates in a storytelling night. I shared my real story on my dream of studying abroad coming true after years of building a professional career in Japan, but I am having difficulty in getting accustomed to cultural differences and language barriers. However, this invaluable experience would help me develop as a leader with empathy who could care and understand other people’s suffering. As I believed that my story has value and opened up myself, I broke down barriers. This experience made me truly be vulnerable and be connected to my classmates than ever.
